Act I Agrippina, wife of the Roman emperor Claudio, schemes that Nerone, her son by a previous marriage, should succeed to the throne. Hearing that Claudio has been drowned, she arranges to have Nerone proclaimed, but the ceremony is interrupted by news of the arrival of Claudio, who has been rescued by his lieutenant Ottone: in return Claudio has named Ottone as his successor.
